A report has highlighted a culture of fear within the neighborhood maintenance and service department of Utrecht’s municipality, according to RTV Utrecht. The municipal works council raised concerns about the work atmosphere last year, prompting an external research firm to interview 100 employees.
The report reveals instances of intimidation and humiliation, such as degrading touches and personal items being taken or hidden. Colleagues fear reporting discomfort due to possible exclusion, while nepotism, distrust of management, and discrimination are also noted.
The lack of accountability has led to prolonged unresolved conflicts. RTV Utrecht interviewed an employee who reported depressive symptoms and discrimination, including racist images shared in a WhatsApp group.
Researchers recommend tightening the department’s code of conduct, appointing a confidential advisor in each district office, and providing management and integrity training. The municipality expressed commitment to addressing the findings and recommendations, emphasizing the need for a safe workplace.
