The Dutch government has denied Enschede permission to impose 1000 euro fines for littering. The Enschede city council, led by a VVD proposal, aimed to transform the city into the ‘Singapore of Europe’ with this measure, which gained significant attention in May.
The Ministry of Justice and Security stated in a letter that current legislation does not allow experimentation with fines. Currently, the maximum fine for littering is 160 euros, which can vary slightly by municipality.
Enschede is not permitted to significantly increase this amount. Safety and Governance Director Bertine Steenbergen emphasized that fines should be consistent across regions; one municipality cannot charge drastically more than another without justification.
While the ministry understands Enschede’s goal for cleaner streets, it considers the proposed fine disproportionate. However, starting 2025, Enschede will be allowed to increase littering fines from 140 euros to 170 euros.
