Dutch government cannot ban ‘buy now, pay later’ services

Minister Heinen (Finance) and State Secretary Struycken (Legal Protection) informed the Dutch House of Representatives that it is not feasible to ban ‘buy now, pay later’ services on the high street. However, they have urged involved parties—retail chains and payment providers—to refrain from advancing these plans.

The House had requested the government to halt these services in October last year. The officials stated that a ban is not possible due to upcoming European legislation in 2026, which will regulate such services.

They noted that imposing stricter rules in the interim is not an option. The government has discussed concerns with Klarna, a major provider of deferred payments, about expanding these services to physical stores.
