Dutch agencies face scrutiny after foster care failures

The youth welfare agencies responsible for a foster girl from Vlaardingen have been severely criticized for their inadequate support, leaving her neglected, concluded the Health and Youth Care Inspectorate (IGJ) and the Justice and Security Inspectorate (JenV). The girl, placed in a foster family in March 2022, received insufficient help.

The responsible agencies, Stichting Enver and the William Schrikker Stichting (WSS), are now under increased supervision. Poor communication with foster parents and failure to share critical information were noted.

Despite signs of danger, necessary actions were not taken. In May of the previous year, the girl, then aged 10, was hospitalized due to severe injuries, and her foster parents were arrested for attempted manslaughter.

The girl’s claims of abuse were dismissed, and she became isolated, not attending school. Since December 2023, WSS and Enver lost oversight of her situation.

Angela van der Putten of IGJ stated that the worsening of the girl’s situation was due to prolonged inadequate care. Both agencies are now monitored to ensure no further safety risks to other children under their responsibility are present.
