The William Schrikker Foundation (WSS) has apologized to the biological mother of a girl abused by foster parents in Vlaardingen. Although foster care generally functions well, WSS admitted failures in this case, as detailed in an inspection report published today.
For weeks, no caseworkers visited the foster home despite signals of potential danger to the girl. Fred Teeven, chairman of Partners for Youth, laments the failure in execution despite having protocols.
Both WSS and Enver acknowledged the shortcomings and are under increased scrutiny by health and justice inspectors. Investigations are underway into several employees from both organizations.
One Enver employee has been suspended. The biological mother, represented by Namens de Familie from Victim Support, expressed anger and sadness, as her daughter will never fully recover.
The government described the inspection findings as shocking but will not introduce new regulations, emphasizing the need for better compliance with existing protocols. They are considering mandatory advice from Safe at Home for schools in cases of doubt and better screening of foster parents.
An update is planned before the summer.
